Kvibrear (pronounced kiv-ih-brayr, translated to "place of trade" in the Aitauaholdian language) is a city on the border of the (primarily) Dwarven nation, Ikvihuvai (pronounced uy-kivh-oo-vuy), and the human nation, Nira'Chy (Nee-ra-kiy). The city spans both sides of the river that forms a border between these two nations, with half belonging to each nation. The total population of permanent residents is around 12,000. A little more than half hail from Ikvihuvai (6131), with the other half hailing from Nira'Chy (5843). Temporary residents drive the population much higher, but vary wildly throughout the year.
Officially, each half of the city abides by the laws of their own nation, but there is also a joint council. Because there are two layers of government, political matters are slower than they would be in most cities, leading to a somewhat conservative mentality. In practice, the laws and customs have blended together over time. Most citizens consider the city to be a single entity and do not trouble themselves with the laws of one nation or the other that do not directly apply to them. Privately, many citizens would support the city declaring its independence.
Each nation funds and fields its own military force, though both armies often perform joint drills and exercises. The majority of soldiers are stationed here from other parts of their respective nations. There have never been major hostilities between the two halves of the city, however both forces are somewhat larger than you'd expect from a city of its size. This helps to deter anything more than tavern talk about declaring independence, though generally speaking, most citizens don't have any major complaints.
